| 摘 要： | 黑河市公安机关针对黑河市近年来外国人数量增多、成分复杂、落脚点分散等特点，采取了一系列行之有效的措施：规范制度，完善管理机制，广泛开展法律宣传工作，强化信息采集、信息共享，形成了一套较为完整的外国人管理体系。多年的实践证明，黑河市外国人管理体系取得了良好的社会效果，为我国其他边境地区外国人管理提供了可借鉴的管理思路和方法。
