| 摘 要： | 黑河市公安机关针对黑河市近年来外国人数量增多、成分复杂、落脚点分散等特点,采取了一系列行之有效的措施：规范制度,完善管理机制,广泛开展法律宣传工作,强化信息采集、信息共享,形成了一套较为完整的外国人管理体系。多年的实践证明,黑河市外国人管理体系取得了良好的社会效果,为我国其他边境地区外国人管理提供了可借鉴的管理思路和方法。
