| 摘 要： | 党的十七大提出:确保权力正确行使,必须让权力在阳光下运行.为贯彻执行中央这一重要决策,合肥市近年来频出举措.2010年4月初,合肥市政府常务会议通过了<合肥市行政处罚案件群众公议暂行办法>(以下简称<暂行办法>),决定在全市推行行政处罚案件群众公议制度.从4月23日起,市环保局、市城乡建委等四个试点单位已经率先实施了群众公议制度,并取得了不错的效果.从对几个试点单位实施情况的调查来看,该制度还需在舆论宣传、观念更新、配套制度建设等方面予以健全、完善.
