Institution:MARK S. ROSENTRAUB is Associate Professor of Urban Affairs and Director of the Urban and Regional Affairs Division at the Institute of Urban Studies, the University of Texas at Arlington. Currently, Dr. Rosentraub is involved with studies of the coproduction of municipal services, the measurement of bureaucratic performance, and the impact of changing national priorities on the nonprofit sector. His research results have appeared in the Journal of Urban Affairs, Policy Studies Journal, Urban Education, Social Work, Jacmurl of Social Work Research, American Behavioral Scientist;. several other journals and numerous collections. Dr. Rosentraub also has recently completed the research involved with a nationwide study of housing and care alternatives for the elderly. KAREN S. HARLOW is Senior Program Director at the Center for Organizational Research and Evaluation Studies. Texas Christian University. Her research on coproduction and nonprofit decision-making has appeared in the Journal of Urban Affairs, Policy Studies Journal;, officia1 Work, and several other collections. She is currently involved with a study of state budgeting and fiscal decision-making, the distribution of income in the U.S., and the changing social welfare policy of the Reagan administration.
