两岸交往与福建毒品犯罪问题

福建省的毒品犯罪活动日趋突出 ,这与海峡两岸关系的现状是密不可分的。台湾籍毒贩在福建省进行毒品犯罪的主要特点是 :胆大妄为、不计后果、十分猖獗 ;制造冰毒、点多量大、贩运面广 ;制贩合一、毒枪交织、案件复杂 ;手法狡诈、分工明确、组织严密 ;品种繁多、量大质高、形势严峻 ;武装贩毒明显增多 ,团伙犯罪日趋突出 ;贩毒手段智能化 ,分销渠道网络化等。打击两岸毒品犯罪活动的对策应当是 :健全、完善禁毒法律制度 ;进一步加强对打击毒品犯罪活动的组织领导 ;加强宣传教育 ,树立全民反毒意识 ;加强缉毒情报调研 ,努力掌握斗争主动权 ;严密沿海管防措施 ;加强两岸及国际间的反毒协作等。

Problems of Drug Crimes When the Mainland Associates with Taiwan

The gradual prominence of drug crime activities in Fujian Province is closely related to the current relationship between the Mainland and Taiwan. The major characteristics of drug crimes by Taiwanese drug dealers in Fujian are as the following: 1. being reckless and rampant without thinking of results; 2. producing ice-drugs to sell widely in large amount in many places; 3. the combination of producing and dealing, drugsand arms, makes the cases more complicated; 4. having cunning means, definite division of labor and strict organizations; 5.having various assortment, large amount, high quality and severe situation; 6. the obviously increasing in armed dealing and the gradually prominent group crimes; 7.dealing means turn to be intelligent, sub-selling channels are to be network-wide. Therefore, the countermeasures for attacking dealing activities in "Both Coasts" should be established like these: 1. to improve legal system for banning dealing activities; 2. to strengthen organization's leadership further for attacking dealing activities; 3. to tighten up propaganda education to establish all people's anti-drug consciousness; 4. to enhance investigation and study of drug information trying hard to control the initiative rights for the combat; 5. being strict with coastal administration prevention to stop up all kinds of loopholes; 6. to reinforce anti-drug co-operation between "Both Coasts" and among the countries all over the world.
