| Abstract: | As prolongation of personnel work, personnel surrogation is a necessity of the development of socialist market economy. It has such characteristics as systematism, specialization, legality and socialization, and moreover, will help to break the system of life tenure, activate employment system, cast off albatross for employment units, solve the problems of bringing in talent for non-state-owned units, realize the change from "unit person" to "social person" and finally hasten the reasonable talent flow. |
