建立中韩FTA过程中的农产品贸易安排构想

确定双方均可接受的农产品自由贸易安排,是建立中韩FTA过程中面临的最复杂的挑战之一。从中韩两国农业发展水平和资源禀赋状况看,实现中韩农产品贸易自由化对于中国具有更大的利益,既是中国推动中韩FTA的核心目标之一,也是提高中国农产品在韩国竞争能力及解决双方农产品贸易争端的重要措施。但是,韩国政府对农产品贸易自由化始终持谨慎态度,主要是担心农产品自由贸易可能对其农业产业造成冲击、危及其粮食安全,并带来较大的政治风险。为此,双方应在建立FTA过程中就农产品贸易问题进行积极磋商与谈判,确立起合理的农产品贸易安排,具体内容包括确立农产品贸易自由化的合理范围和时间步骤安排、设置合理保障机制与争端解决机制、建立"最惠国待遇"机制等。

Ideas of Agricultural Products Trade Arrangement During the Process of Building FTA between Korea and China

One of the most complicated challenges during the process of building FTA between Korea and China is to ascertain the agricultural products free trade arrangement which could be acceptable by both sides.See from the agriculture development levels and resource endowment in Korea and China, to realize the agricultural products trade liberalization could bring more benefit to China,which is not only one of the core targets for China to promote FTA between Korea and China,but also an important measure to improve the competitive power of Chinese agricultural products in Korea and solve the agricultural products trade disputes of both sides.However,the attitude of Korean government to agricultural products trade liberalization has been cautious all the time.The main worry is that agricultural free trade may cause impact to domestic agricultural industry,endanger its food security and bring greater political risk.Therefore,both sides should negotiate actively according to the agricultural products trade problems during the process of building FTA and ascertain the reasonable agricultural products trade arrangement.The specific contents are: to ascertain the reasonable range,timetable and approaches of agricultural trade liberalization;to set up reasonable metabolisms for security and dispute resolution;to build up most-favored-nation clause metabolism,etc.
