公权力运行法则及其相关启示

公权力运行的法则告诉我们:公权力由上级委任,公权力行使人就对上级负责;公权力由民众赋予,公权力行使者就对民众负责。这一运行规律还告诉我们:只有以公民的民主权力监督公权力,公权力才不会异化。只要我们真心实意地走民主之路,将民主权利回归公民,自下而上建立一个完整而不是残缺的、有效而不是流于形式的、能自行运转而不是单靠外力推动的监督机制,并使之能经常地、稳定地发挥作用,以监督党和国家的各级组织和领导干部正确行使公权力,就一定能有效防止腐败事件的滋生与蔓延,推动社会主义建设事业的蓬勃发展。
