THE EVOLUTION OF FEDERAL CITIZEN INVOLVEMENT POLICY

Institution:STUART LANGTON is Lincoln Filene Professor of Citizenship and Public Administration at Tufts University and is Executive Director of the Lincoln Filene Center for Citizenship and Public Administration. He has served as consultant to over 100 government agencies and non-profit organizations. He is currently the editor of Citizen Participation Magazine;and has edited several books in the field of citizen participation.
Abstract:This article traces the emergence of federal citizen involvement policy during the past 34 years which is described as emerging in an incremental and disjointed manner since World War II. The essay summarizes the major stages in this evolution, describes important principles associated with each stage, and identifies 24 elements that constitute an accrued federal citizen involvement policy.
