| Abstract: | Tolerance is the basic spirit of the harmonious society. The constitutional approach of the harmonious society is first a tolerant one. To construct the tolerant constitutionalism, we should rectify the recognition about citizen's basic rights which has neglected the "basic" property of citizen's basic rights and establish a thinking of constitutional democracy. |
