城乡二元社会结构的转变与农村社会保障关系初探

我国“城乡对立的二元社会结构”这一体制基于两种所有制 (全民所有制和集体所有制 )和两套政策 ,长期以来形成了以户籍、身份为壁垒的城乡分治。调整农业经济结构迫在眉睫 ,此时农村社会保障制度的基础保证功能突显。文章试图从城乡之间的经济关联及政府制度设计角度讨论建立农村社会保障制度的可行性。

Brief Research on the Relations between Change of Dualistic Social Construction of Cities and Countries and Social Security in Countries

The dualistic social construction of cities and countries was set up after 1950s. it bases on the two ownership systems( national and collective ) and separate management of cities and countries with registered permanent residence and identities. But the connection between the city economy and country economy has not been broken apart.It is urgent to adjust the agricultural economic construction. And the social security system in countries shows its importance. The author tries to discuss the possibility of establishing the country social security system.
