The great historic task of comprehensively deepening reform raised in current stage of country is after all an internal requirement to further broaden the path of socialism with Chinese characteristics, to perfect the system of socialism with Chinese characteristics, and to enhance the vitality of the system of socialism with Chinese characteristics. The nature of perfecting and developing the system of socialism with Chinese characteristics is to continuously raise the degree of institutional modernization, while the general goal for comprehensively deepening reform is to promote the moderni- zations of state governance system and governing capacity with institutional modernization.
