| 摘 要： | 文章就树立和落实科学发展观应注重明确的几个问题进行了分析论述。落实科学发展观必须牢牢把握住“发展”这个中心和基本前提;必须大力发展以科技为核心的先进生产力来实现发展;必须明确科技与人才是树立和落实科学发展观的根本和关键。
