| 摘 要： | 百年毒品禁而不绝,探析禁毒战略之构建是为关键。禁毒战略是以摧毁毒品危害、完善人类美好生活为目的的。因此,禁毒战略的构建就不能不具有强烈的人文精神,特别是强烈的人文关怀的情感与精神的实践。
