| 摘 要： | 我国农村医疗保险制度目前的代表模式是合作医疗制度。新形式下,该制度面临诸多困境。要建立与完善我国的农村医疗保险制度,还存在着资金、认识与操作等方面的障碍。基本对策是:加强并规范政府在农村医疗保险制度建构中的职能;在制度设计上采取灵活多样的形式;充分发挥非营利性组织在农村医疗保障中的作用;加强农村医疗保障制度的立法工作。

| Abstract: | The typical mode of rural medical security system in our country is cooperative medical system, which has some inefficiencies in the current situation. To establish and perfect it is still confronted with various barriers. As a result, the effective countermeasures should be made accordingly, such as the regulation of its function, the flexible operation pattern, the legislation concerned and so on. |
