摘    要:当前中国房地产市场过热,迫切需要政府通过宏观调控予以调节控制。但利率调控房价失效,土地储备制度调节房价难度高、效果差,期房销售制度改现房销售制度缺少相应的现实基础以及开征物业税的基础性工作准备不足。以经济手段为主的政府宏观调控工具已经出现“调控疲劳”,进而预示着当前我国政府对于房地产市场的调控或许将由以经济手段为主的“软着陆”转变为以行政手段为主的“硬着陆”。

Abstract:Currently, China real estate market is superheat and urgently need government regulating control by macroeconomic regulation and control tools However, the used or the future available government macroeconomic regulation and control tools have a series of difficulties in the implementation. Interest rate regulation is failure to control the house price. Through the land reserve system adjusting house price is more difficult and the affection is not well. The time room sale system lacks the corresponding realistic foundation. Levying the property tax lacks the foundational preparation. All sorts of signs indicated that, the economical method primarily government macroeconomic regulation and control tools appear to be weary.
