比较视域下的刑事司法协助——以内地与香港为契点

区际刑事司法协助范围上，可以针对内地与香港、澳门地区所需要共同面对和优先打击的犯罪比如走私、洗黑钱、犯毒等，先签订分项区际刑事司法协助协议，之后以这些分项协议所获得的合作经验和实务习惯为基础，逐步制定针对其它范围的刑事司法合作协议，最终寻求构建一个完整有效的区际刑事司法协助制度，以化整为零分阶段地“分而签之”，不同的法域可以就协商的结果，按实际的轻重缓急需要及已经达成的共识的部分先签订刑事司法协助的协议。
