Abstract:The reestablishmernt of the exitation and restraint Mechanism is vital to the excitence and development of the state owned enterprisses.It'sa complicated systematic project.Only by carrying out the reforms in Ownership,entrustment,agency,accounting personnel and managing personnel and the administration of companies,can the excitation and restraint mechanism for the state owned enterprisse be effectively reestablished.
