我国行政管理体制改革对村民自治的影响分析

根据现代系统理论,我国的行政管理体制可以看作是一个系统;行政管理体制和村民自治都属于上层建筑范畴这个大系统。用系统理论对我国的行政管理体制和村民自治之间的关系进行分析,可以为通过行政管理体制改革推进我国农村基层民主建设以及实现二者的互动提供理论支持。行政管理体制改革滞后已成为制约我国村民自治开展的体制瓶颈,村民委员会组织法难以解决村民自治中的行政干预问题,村民自治的进展取决于行政管理体制改革的广度和深度。

Administrative Reform on the Influence of Villager Self-government

The administrative system of our state can be viewed as a system according to the modern system theory,and the ad-ministrative system and the villager self-government are all parts of the larger-scale system of the superstructure.Analyzing the relation-ship between the administrative system and the villager self-government by the modern system theory,we can provide a theoretical sup-port for the promotion of the rural grass-roots democracy and the administrative reform.Lag of the administrative reform has become a system bottleneck for the progress of the villager self-government.Village committee organization law can not resolve the issue of admin-istrative intervention to the villager self-government.The progress of the villager self-government is depended on the depth and breadth of the administrative reform to some extent.
