| 摘 要： | 政府权力来源于人民,是全体公民意志的集中体现。政府权力必须按照法律规定的基本原则和程序进行运作。公正、透明、民主、市场原则是政府权力运作的基本原则,规定了权力运作的目的、方法和过程;权力的运行程序则保证了权力行使的正确性和规范性;而对权力的制约和监督是防止权力腐败的重要环节。

And its procedure of carrying out the state power guarantees to carry out the state power correctly & conformably. |
