| 摘 要： | 政府采购法制勃兴于新公共管理语境条件下,是政府公共政策化的必然要求,作为这种要求结果的政府采购法制反过来又具有极强的公共政策功能。具体包括:政府采购是化解管理危机的现实途径;政府采购是走出信用危机的有效方法;政府采购是摆脱财政危机的强力措施。

| Abstract: | The vigorous growth of the legal system of the government procurement is under the condition of the public administration's new linguistic context, and it is the necessary requirement of the government's policy, as a result of the requirement, the legal system of the government procurement, on the contrary, has a very strong function of the public policy. It concludes:the government procurement: a realistic way to dissolve the crisis of administration; the government procurement: an effective method of going out of the credit crisis; the government procurement: a strong measure of breaking away from the financial crisis. |
