我国政府绩效评估立法构想

我国有近三分之一的地方各级人民政府已经开始政府绩效评估的实践,但尚处于自发状态,且缺乏相关立法。建议通过立法规范政府绩效评估,遵循地方立法先行、以地方立法推动中央立法的路径。立法应当主要规定政府绩效评估的基本原则、绩效评估主体、绩效评估的程序、评估指标体系、评估结果的运用等问题。

Legislation on Government Performance Evaluation in China

About one third of the local governments have already practiced government perforce evaluation without relevant legislation.We should normalize the government perforce evaluation through legislation,following the route local legislation promoting the central legislation.The principles of the government perforce evaluation,the subject,the procedure,the index system and the exercise of the outcome of government perforce evaluation should be prescribed in such legislation.
