我国水污染物排放许可证制度的整合——基于《行政许可法》的思考

排污许可证制度在我国虽已确立,然而问题很多,<行政许可法>的颁布更凸显其不足.本文首先分析了现有水污染物排放许可证制度存在的问题与缺陷,指出完善的必要性,并对如何确立科不的水污染物排放许可证制度的基本原则和框架作出论述.最后就重新构建、整合水污染物排放许可证具体制度提出设想.

The Conformity of the Water Pollution-Discharge Permit System of the PRC-Based on the Administration Permit Law

Although the Pollution-Discharge Permit System has been established in China,it still has a lot of defects,especially when the Administration Permit L aw has been promulgated.This article firstly analyses the existing defects and w eaknesses of the present Water Pollution-Discharge Permit System and points out the necessity to perfect it.Then it expounds on how to establish firmly the reas onable basic principles as well as the framework of the System. And in the end i t puts forward the proposals on reconstruction and conformity of the specific Wa ter Pollution-Discharge Permit Systems.
