和谐海西视野下的统战工作与基层社区自治平台的创新

统战工作是海西建设的重要因素,应当有大视野、大格局、唱主角,要有新思路,新举措,新机制。一是统战工作要基层化、社区化,在基层社区自治平台上,扩大统战内涵。二是统战工作要社会化、开放化,建立"大统战"机制。因此,统战工作要培养现代共同体意识,建立全员参与社区事务的机制,扩大统战范围,加强社区统战工作的制度化、规范化建设,贯彻服务为主的方针,改进统战工作方式方法,从而为和谐海西建设提供力量支撑。

The Innovation Mechanism of the United Front Work in the Perspective of the Harmonious Economic Zone on the Western Bank of Taiwan Strait and the Self-rule Platform of Community at the Basic Level

United Front Work is the important factor,which should have board visual field,big structure and leading role,and also have new thought,measures and mechanism.One is that United Front Work wants turning to the basic level and community,and extents its connotation on the basic of grass-roots community autonomy terrace.The other is that United Front Work should be socialized and opening-up,and "Big United Front Work" mechanism should be set up.Therefore,modern community consciousness needs cultivating in United Front Work;the mechanism where the whole members participate in the community business should be established;the scope of United Front Work extended;the institutionalized and standardized construction of Community United Front Work strengthened;the policy that service is the priority implemented;and United Front Work method improved,which will thus provide strength for constructing the harmonious Economic Zone on the Western Bank of Taiwan Strait.
