| 摘 要： | "群租"现象已引起社会的广泛关注。有关政府部门对群租行为的强行整治活动无论从执法主体、执法依据,还是在执法程序和救济权的保护方面都不具有合法性。政府对群租行为不能仅仅依靠"整治",而是应当以积极解决低收入群体的居住问题、完善公共服务为宗旨。通过发展公共租赁住房解决低收入者的居住问题,是政府保障低收入者居住权的重要举措。
