天津滨海新区失海失地农民权益保障问题探析

2009年天津滨海新区行政管理体制改革以来,随着新区整体规划的推进实施,越来越多的农村土地、海地被征收,失海失地农民人数增加,他们的权益保障问题日益突出,成为影响全区社会稳定和经济发展的重要因素。因此,只有通过分析滨海新区失海失地农民权益保障存在的问题,有的放矢地拿出整体解决方案,建立健全失海失地农民权益保障制度,即建立合理的征地补偿机制;健全对地方政府的征地约束机制;健全失海失地农民社会保障机制;完善失海失地农民就业扶持机制,才能切实解决他们的权益保障问题。

Analysis on Problem of Lost-land and Lost-sea Peasants' Rights and Interests Protection of Tianjin Binhai New Area

With the overall planning of the Tianjin Binhai New Area implementing,more and more rural land and sea land is expropriated,and the amount of the lost-land and lost-sea peasants constantly increase.The problem of their rights and interests protection increasingly gives evidence and becomes the important factors which influence the social stability and economic development.This paper mainly analyses the problem of the lost-land and lost-sea peasants＇ interest of the security,and proposes the overall consideration for the employment,safeguard and other problems of the lost-land and lost-sea peasants.The employment,the social safeguard,the legal aid mechanism and other aspects should combine masterly and be multi-pronged to protect the lost-land and lost-sea peasants＇ rights and interests.
