On China''''s Administration Modernization in the Trend of Present Administration Reform--A View Point from the Division System of Administrative Levels

One of the most important characteristics of western administration reform is the improvement, replacing and even abandoning of Weber's theory on the division system of administrative levels. The author of this article reflects upon the western administrative reform, analyzes the tradition of China s division system of administrative levels and draws the following conclusions: China's administration at its fundamental stage needs the improvement of the division system of the administrative levels; at this stage the division system of administrative levels has its own application scope; the division system of administrative levels needs improvement within a reasonable application scope so as to achieve administration modernization.
