区域经济结构演进与宏观调控方式转变

我国经济区域结构演变呈现出了新的特点,即经济区域间发展水平的梯度性正逐渐转变为经济增长的可持续性;经济发展为突出增速转向转变结构创造了条件;发达地区经济发展正从规模扩张为主向结构转换发生历史性变化。这些新特点对宏观调控中央与地方关系提出了新要求,在宏观调控的经济增长速度、预期调控指标设定,主体功能区发展,区域发展极布局,需求管理与供给管理统一等方面,都必须尊重区域在不同发展阶段上的特殊性,在实现区域优势的基础上实现宏观调控目标。

The Evolution of Regional Economic Structure and Transformation of Macro-control Pattern

Some new characteristics have emerged in the evolution of Chinese regional economic structure,that is,the developing level in different economic region have been changed from with gradient to with sustainability;economic development have laid a foundation for the transition from emphasizing developing speed to changing economic structure;the focus of economic growing of developed region have been changed historically from on the expanding of economic scale to on the structure transformation.These new features requested a new macro-control type of the relationship of central and local government.In the setting of the speed of economic growing and expected goals of macro-control,the development of primary functional areas,the layout of regional developing pole,and the unification of demand management and supply management,We must respect the specialty of different region and their different developing level,and make the advantages of different region coming true to achieve the macro-control goals.
