粮食安全与生态安全的悖谬及对策

粮食安全包括数量安全、质量安全和生态安全三个层次。而2004年以来,国家实施的对种粮农民直接补贴、良种补贴、农机具购置补贴、农资增资综合直接补贴以及最低收购价等政策,其主要作用是保障了数量型粮食安全,这与我国粮食质量安全与生态安全存在着背离的倾向。因此,粮食补贴政策的制定,应该紧密围绕粮食安全的三个层次,使粮食补贴政策与粮食安全的三个层次相配套。绿色补贴是实现粮食安全三个层次的有效途径,是我国粮食补贴政策调整的方向。

Fallacies and Countermeasures in Food Security and Ecology Safety

Quantity safety,quality safety and ecology safety are the three levels of food security.National policies including Grain-plantation Subsidy,Improved-varieties Subsidy,Agricultural Machinery Allowance,General Direct Subsidy and Minimum-price Purchasing have been tailored to benefit the rural since 2004.In spite of the positive effect the above policies have on food quantity safety,the other two levels of food security have been ignored.It is therefore important that future policies and related measures be formulated encircling the three aspects,one possible way being to provide Green Allowance.
