公共部门人力资源管理的理论与实践前沿问题探讨

摘    要:随着管理价值的彰显,公共部门人力资源管理正变得日益重要。本文从公共伦理、价值观、人力资本、社会资本四个角度对公共部门人力资源管理发展的理论前沿问题展开讨论,从科学技术进步、公共职能流变、战略人力资源管理、现代功绩制、职业生涯管理等视角对当前公共部门人力资源管理实践面临的新趋势进行分析和探讨,旨在为公共人力资源管理的后续研究提供一定的参考和建议。

Abstract:The public human resources management is getting more important with the manifestation of management value.This paper discusses the frontier theories of public human resources management from four perspectives——public ethics,values,human capital and social capital.Furthermore,it also discusses the new trend of public human resources management practices with the view of science and technology progress,public function rheology,strategic human resources management,merit system,and career management.All of them are aimed to provide some references and suggestions for the subsequent research of public human resources management in the future.
