| 摘 要： | 维护人民的健康权,实现卫生公平,必须要将医疗卫生服务去商品化。本文分析了社会权利、公共预算与卫生公平关系,从社会权利角度论证公民对医疗卫生服务获取的应得性,主张发挥公共预算在筹集和配置卫生资源方面的作用,通过去商品化来实现卫生公平,并对运用上述理论框架对广州市作实证分析。
