关于莆田市公安执法规范化建设的实践与思考

执法规范化建设是事关公安工作和队伍建设长远发展的重大战略性、全局性、根本性问题之一。近年来，莆田市公安局始终坚持把执法规范化建设作为“三项建设”的突破口，努力在以下四个方面下功夫：创新培训机制，提高执法素质；完善制度体系，规范执法行为；严密监督体系，强化执法责任；健全保障机制，改善执法环境；探索构建业务、队伍、信息化“三位一体”的公安执法长效机制。并针对执法规范化建设过程中存在的问题和原因，提出要继续深化社会主义法治理念教育，逐步改善和优化外部执法环境，建立和健全执法配套制度，努力提高公安民警的执法能力，着力加强执法监督体系建设。
