| Abstract: | Non-normal appeal to higher authorities has its own features and reasons.To handle the non-normal appeal to higher authorities properly,public security organs in basic level should raise the ability of controlling social facts and public opinion,of dissolving contradictory dispute,of popularization of publicity education,and the ability lf maintaining public order. |
