公安文化视野下的警察公共关系建设

公共关系本质上是文化关系，只有从文化的角度去思考和实施警察公共关系，才能真正实现警察公共关系的功能和目标。用文化的视角研究警察公共关系建设，能为这一领域的研究开辟一条新的路径。从这一认识出发，警察公共关系建设应该紧紧围绕公安文化这个核心，在其主体要素（警察组织建设）、客体要素（公众识别）和中介要素（传播策划）三个层面上展开。其中的重点是通过公安文化的艺术传播，将可亲可爱可敬的警察形象传播给公众；通过公安文化的媒介传播，将英勇无畏、无私奉献的警察精神传播给公众；通过公安文化的行为传播，将严格、公正、文明执法的警察价值理念传播给公众。
