| 摘 要： | 周恩来认为中国民主政治建设的必要性主要表现如下 :封建官僚的习俗将长期侵蚀我们 ;无产阶级专政权力的集中和强大 ,容易导致对民主的忽视 ;社会主义国家已经出现了对人民专制的现象和萌芽 ;党内的正常民主生活有待尽快恢复 ;官僚主义的严重存在已造成很大的危害。

| Abstract: | Zhou En-lai holds it is necessary to develop democratic politics in China.That finds expression in the following: The feudal and bureaucratic practices have been corrupting us for a long time,the centralization of the strong power of proletarian dictatorship is liable to result in neglect of democracy,and the phenomena of dictatorship over the people have arisen in socialist countries.Therefore,the normal inner-Party democratic life needs to be restored as soon as possible,as bureaucracy has done a lot of harm to our cause. |
