This article examines the Bush administration's policy toward ASEAN,factors in its process of policy-making and its implications for China-ASEAN relations.The author argues that the war against terrorism has offered an opportunity for U.S.returning to Southeast Asia.The Bush administration has adjusted U.S.policy toward this region with improving its relations with ASEAN.U.S.attaches more importance to bilateral relations and military relations in particular with ASEAN member countries.However,the author notes that The U.S.does not form a systematic strategy for ASEAN as a region.The implications for China are complicated.In terms of a stable China-U.S.relations,its negative impact is small.
