| 摘 要： | 生态补偿制度的概念界定至今无统一定论。抛开概念之争,一般认为,生态补偿制度由三部分组成：补偿方式、补偿程序和无净损失。通过考察国内外生态补偿的经验教训,初步提出以矿产资源税费制度以及保证金制度作为建构矿产资源生态补偿的实现路径。

| Abstract: | Defines the concept of ecological compensation system has no uniform conclusion. Aside the con- cept of battle, in dealing with ecological compensation system for the three components, as well as the need to estab- lish a system based on ecological compensation by considering the lessons learned at home and abroad, put forward the mineral resource tax system and the mortgage system as the construction of mineral resources implementation of ecological compensation path. |
