| 摘 要： | 政协委员是人民政协协商民主的主体。应从发展协商民主新高度，进一步规范完善委员产生退出机制，建立健全履行职责激励约束机制，畅通人民政协界别渠道，从选、管、用环节加强政协委员队伍建设，充分发挥政协委员主体作用。
