| 摘 要： | 胡锦涛的执政为民思想在内涵上体现为党的十七大报告重申的"权为民所用、情为民所系、利为民所谋".他的执政为民思想不是凭空产生的,而是有其得以产生的文化基础、理论基础、历史基础、哲学基础和政治基础.对于执政为民的实现和落实问题,胡锦涛从执政为民的决策机制和执行机制两个方面进行了思考和设计.
