| 摘 要： | 西部开发必须走“科技兴西”之路。西部地区科技与经济相脱节 ,科技力量游离于企业之外 ,科技成果转化率低于全国水平 ,制约了西部的腾飞。因此 ,要积极推进西部地区科研院所的改制工作 ,加速科研院所向企业化转制 ,提高西部高校科技创新能力 ,服务于西部地区经济和社会发展 ,把西部地区的企业培养成科技创新主体 ,完成开发西部、振兴西部的历史重任

| Abstract: | Because of the seperation between the science and techology and the economy,scientific research being irrelevant to an enterprise and the low application of achievments in scientific research to productivity,it is necessary for western part to accelerate the reform of scientific research institutes,quicken the institution transformation from an institute into an enterprise,and improve an ability of university innovation,in order to bring up enterprises as subjects of innovation and carry out development in westem part. |
