| Abstract: | Under the new situations,as the core content of reforming and improving the leadership system as well as work mechanism of CPC,ruling through democracy is the foundation and precondition of carrying out ruling by law and scientifically.It involves the consolidation of the Party's administrative posision as well as the realization of its administrative mission. It is also the dominant trend and new orientation of transformation of ruling patters.As a result,the Party must impel the policy of ruling through democracy actively and steadily. |
