| 摘 要： | 构建和谐社会是我国改革开放和现代化建设战略思想的一次重大转型,它蕴含着以人为本、协作管理、公平正义、法治有序等深刻的现代治理理念,对各级地方政府治理提出了诸多新的挑战和要求。从我国国情出发,政府主导——社会合作型模式是当前和今后一段时期我国地方政府治理可供选择、比较恰当的一种治理模式。

| Abstract: | Constructing a harmoinous society is an important transformation of reform, opening-up and modernization strategy. It contains profound modern concept of human-based value, co-governance, justice and nomocracy, and presents new challenge and request for all levels of local governments. Based on our country's situation, government-leading and community-cooperated mode may be selective and appropriate governance mode for local government presently and henceforth. |
