In order to keep the peace order on street and handle the emergency affairs in its entirety,the following aspects in the construction of the emergency handling system should be emphasized by the public security organs:building up the commanding system based on the public security commanding center;building up the information gathering networks and analysis center of emergency affairs and form the scientific and sensitive early- warning system;building up the highly effective emergency cooperation system under the dynamic society circumstances.
