| 摘 要： | 美国是较早推行社区警务战略的国家之一，其在这一过程中解决了几个“瓶颈”问题，值得中国借鉴：第一，社区警务战略最好是在警察系统内全方位推行；第二，推行社区警务，关键在于正确认识警务领导层的职责；第三，推行社区警务，需要对相伴而来的警察组织变革做好充分的思想准备。

| Abstract: | China must resolve a few choke points before promoting the community-policing.We can learn fromUSA,because it is one of the earliest countries promoting the community-policing.Firstly,the American police sys-tem promotes the community-policing reform better in a whole.Secondly,they can realize the leader's responsibili-ties exactly.Thirdly,before reforming the police system we must do plenty of preparations in mind for change. |
