| 摘 要： | 由于我国现行失业登记制度设计不够完善,大量社会失业人员呈边缘化状态,给社会经济秩序、政治稳定埋下了相当程度的社会隐患。笔者对我国城镇社区失业状况跟踪调查后认为,造成如此现状的主要根源在于我国社会失业管理制度设计的消极、被动特点,提出了我国完善失业制度设计的重点就是要积极治理,促使失业政策和相关生存型法律、法规向积极治理导向转变。

| Abstract: | As China’s current unemployment registration system is not perfect,a large number of unemployed was marginalized,which planted a hidden danger to socioeconomic order and political stability.After a follow-up survey of urban community unemployment across our country,the author concludes that such situation is caused by the passive characteristics of social unemployment Management system design,and the key point to perfect the system is actively encouraging governance,Promoting the unemployment policy changed from a simple life-support type to the positive integrated treatment perspective. |
