试论民间防范组织在社会治安防控中的作用

民间组织是构建社会治安防控体系的主体之一。在构建"打、防、控"一体化的综合社会治安防控体系的过程中,除了发挥公安机关的主导地位外,还要充分依靠治安保卫委员会、治安联防队、单位内部保卫组织、保安服务公司等各种非政府(民间)组织,充分发挥其在构建治安防控体系中的基础性作用,以强化社会治安综合治理,实现社会的和谐稳定。

On Non-Governmental Public Security Organizations' Functions in the Social Prevention-Control System

Non-governmental organizations are the mainstay of social prevention-control system of public security.While establishing this system integrating ＂beat,prevention and control＂,besides the leading role of public security departments,the basic functions of non-governmental organizations,such as security committees,joint security teams,the security departments in a unit and security service companies,etc,should be brought into full play,so as to strengthern the synthetic control of social public security and help realize the social stability.
