| 摘 要： | 建立有中国特色的公安交通管理体系,应在道路交通法规、国家行政许可法和人、车、路的基本特性等理论基础上,加强道路交通规划、功能管理、交通秩序管理、安全管理、建设管理,使之成为一个严密科学的结构体系。

It should be structured as a scientific and rigorous system combing the road traffic planning, functional management, traffic order, security management and construction management. |
