近些年,政府诚信缺位的现象层出不穷,直接侵害行政相对人的信赖利益,因此,确立诚实守信理念,践行信赖保护原则,成为政府提高公信力的当务之急。为保护行政相对人的合法权益,提高行政效率,需要在法律制度和执法环节进行完善,同时切实保障行政相对人司法救济权的实现。

On the Principle of Administrative Protection of Reliance

In recent years,the phenomenon of the absence about government＇s integrity happens frequently.This would infringe the legitimate interests of administrative counterpart directly.Therefore,the government should establish the concept of honest and practice the principle of administrative protection of reliance to enhance its credibility.To protect the legitimate rights of administrative counterpart and increase administrative efficiency,we should perfect the legal system and the enforcement,simultaneously we should protect the realization of the right to judicial relief of administrative counterpart.
