| Abstract: | The combination of government by law and government by virtue is the crystallization of the Party' s 3rd leader group with Comrade Jiang Zemin as the nucleus' s uninterrupted theoretical exploration and theoretical innovation according to the practice of our country's modernization construction. It is the objective reflection and effective embodiment of Three Representative thought on the administration strategy. It's the Party' s long - term task to actively explore the approach of the combination of government by law and government by virtue. |
