| 摘 要： | 国有资产管理的基本原则是国家所有与分级所有相结合。国有资产管理的切入点是理顺政府和企业的产权关系。政府出资人制度应以现代企业制度为基础,以资本为纽带,以促进社会经济资源的优化配置为最终目标。

| Abstract: | The basic principle of the management for the state assets is the state ownership combined with the classified ownership. The starting point of the management for the state assets must put the relations of property right in order between government and the corporations. The system of the investors for government, making the system of the modern corporations as the foundation and the capital as the tie, will realize the superior allocation for social resources of economy. |
